| The South Eastern Health Board The South Eastern Health Board provides health, welfare, personal
and social services to people living in the South East. On an ongoing basis the Board:
- provides over two million individual contacts with the general public each year. These
include GP Services, hospital daycare, inpatient
and outpatient services, child health visits, welfare payments, community nursing visits,
therapy services, dental services, social work and many more specialist services.
- directly employs around 5,500 staff.
- manages many hospitals and centres including:

Board Membership
The South Eastern Health Board was established by the Health Act 1970. The Health
(Amendment) (NO.3) Act 1996 sets out the functions of the Board and the Chief Executive
Officer.
There are thirty one members on the Board. Sixteen members
are public representatives nominated by local authorities. Of the remaining members, eight
are elected by the medical profession, including one public health doctor and one
psychiatrist. The nursing profession elects two members i.e. one general nurse and one
psychiatric nurse. The dental and pharmaceutical professions have one members each and the
Minister for Health nominates three members.
The Board meets on the second Thursday of every month, except August, at its Head
Quarters at Lacken in Kilkenny city
The Chief
Executive Officer and Management Team.
The Chief Executive Officer is appointed under section 13 of the Health Act and has
statutory responsibility to determine eligibility of individuals for health services and
for the appointments and control of staff generally, together with delegated functions.
The Board manages a number of health
services which are currently broken down into four departments:
Each of these services is led by a senior
manager. In addition there are senior managers with special responsibility for personnel,
finance, technical services, information technology and public health. These officers and
the Chief Executive Officer form the management team of the Board and are responsible for
the implementation of Board policy.

Community
Care Services
Community care services cover the preventive health services, general practitioner
services, public health nursing, health inspection, welfare and social work services, care
of the aged, welfare homes, services for the disabled. Community care services are divided
into four geographical areas. These are Wexford, Waterford, South Tipperary and the
combined counties of Carlow and Kilkenny. Each area has its own administrative
headquarters. These are based in Clonmel, Kilkenny, Waterford City and Wexford.
General
Hospital Services
The Board has a regional hospital at Waterford city and acute hospitals at Wexford and
Kilkenny. The Acute hospital service in South Tipperary based in Cashel and Clonmel at
present will be amalgamated on one site in Clonmel. There is a regional orthopaedic
hospital based in Kilkenny city at Kilcreene. Six district hospitals are managed under
General Hospital services as is the regional ambulance service. The Ambulance Service is
also managed by General Hospital Services.
Health Promotion
Services
Health promotion is an integral part of the services provided by the South Eastern
Health Board and the Health Education Unit was established in 1987 with an initial remit
to implement health education in schools. The expansion to a regional Health Promotion
Centre in 1993 broadened the service to include health services, community and workplace
initiatives. The functions include:
- Co-ordination of Health Promotion initiatives in the SEHB.
- Identification of health promotion priorities and the
planning of appropriate interventions.
- Provision of training for professionals and community groups
on health topics and skill development.
- Provision of advice and consultancy to professional and
community groups in the development of health promotion initiatives.
- Dissemination of health information and resources throughout
the SEHB.
Special
Hospital Services
Special Hospital Services are responsible for the provision of psychiatric and
geriatric services in the region. The psychiatric service is delivered at community level
by sector teams and at hospital level by five county based hospitals. Hospital services
for the elderly are provided as part of special hospitals as are services for persons with
disabilities. There are seven geriatric hospitals in the South East region. The
Boards three welfare homes are also managed within Special Hospital Services. |

Department
of Public Health
The Department of Public Health was established in 1996. Its functions are to:
- monitor the health status of the population
- assess needs for health services
- contribute to health service planning
- contribute to the evaluation of health services
- monitor and evaluate infectious diseases
- provide medical environmental advice
- provide advise on medical issues to the C.E.O. and the Board.
Personnel Department
While many of the Boards personnel services are carried out at individual
hospitals and community care headquarters, a number of key personnel functions are located
at the Boards head office. These include staff establishment control and
recruitment, an industrial relations advice and conciliation service, a health and safety
monitoring service, and a staff training service.
Finance Department
The Finance Department develops financial policy, monitors expenditure and income and
provides payroll and creditors payments to all hospitals and community care areas
throughout the Board. Internal audit, budget funding, accounting and control services are
located within the Boards Finance Department. The Finance Department also develops
and implements financial management systems for the Board.
Technical Services
Department
The Technical Services Department is responsible for the engineering functions within
the Board. It co-ordinates and organises building maintenance activities and advises on
capital projects, energy management and fire safety. It also provides a design service for
minor capital building alterations and developments.
Management Services
Department
The Management Services Department is based at the Board Head Office. It is primarily
responsible for the application of computer systems within the Board. The department
provides a computer training service for staff. It provides systems analysis and
procurement services as well as network and hardware support, user support and computer
help desk services.
Communications
The Communications Office is based at the Boards head office. It provides a
media handling service for local and national journalists, advice to staff on
communication issues and public relations expertise. |
